The Plant Protection Products and Fertilising Products department can deliver a certificate for every fertiliser, soil improver, growing medium, sewage sludge or related product that may be legally traded in Belgium. Such certificates may be required for the export of products to third countries.
In the case of products listed in annex I of the Royal Decree of 28 January 2013 or in annex I of Regulation (EC) No 2003/2003, a certificate proves that the product meets the conditions required for being traded in Belgium. The certificate also specifies the legal conditions to which the product is subjected in Belgium and the commercial name of the product.
In case of products with a derogation (or authorisation), the derogation (or authorisation) is considered as a certificate. If required, the Plant Protection Products and Fertilising Products department can deliver a certified copy with the commercial name of the product or a certified translation.
Application procedure for a certificate
Certificate for a product listed in annex I of the Royal Decree of 28 January 2013 or of Regulation 2003/2003 or with derogation
To obtain a certificate, your application (to be submitted online or in writing) should include the following information:
- Type designation of the product (according to annex I of the Royal decree of 28 January 2013 or annex I of Regulation 2003/2003)
- If applicable : trade name(s) (for Belgium and for the country of destination)
- Composition of the product and raw materials used
- Description of the production process
- At least one report of analysis for the relevant parameters
- Copy of the label(s) in digital format
- Required language of the certificate (Dutch, French or English)
- The number of copies required
Upon receipt of your application, you will receive an invoice for the payment of the €100 fee (irrespective of the number of copies) to the Budget Fund for Raw Materials and Products.
The application will be examined upon receipt of your payment. If the information supplied indicates that the product meets the legal conditions, our department will issue the certificate.
Certified copy of a derogation or authorisation
You can obtain a certified copy of a derogation or authorisation by applying online or in writing. You should indicate the derogation or authorisation number (EM or SB number) and the number of copies required.
Upon receipt of your application, you will receive an invoice for the payment of the €100 fee (irrespective of the number of copies) to the Budget Fund for Raw Materials and Products.
The certified copy will be sent upon receipt of your payment.
Certified translation of a derogation or authorisation
To obtain a certified translation, your application (to be submitted online or in writing) should include the following information:
- The derogation or authorisation number (EM or SB number)
- The required language of the certified translation (Dutch, French or English)
- The number of copies required

The certified translation will be sent upon receipt of your payment.
